A joke without a punch line

You give a test to high school seniors to see if they can pass math at an 8th grade level and English at an 9th/10th grade level. About 10% repeatedly fail the exam. What do you do?

Well, if you’re a California judge, you give them the diploma anyway. I guess my taxes are going up even more as I’m sure they will be hiring people to read the diploma to the ‘graduate.’
